Actually that isn't quite what was meant. Chinese projections of CNP in the mid-1990's suggested that the United States was in decline and would be overtaken by Japan and Germany. These projections were revised around 2001, and the most current estimates of CNP suggest that the United States will be more powerful than China for most of the 21st century. Chinese estimates of Chinese power are notable for being much more conservative than Western estimates.

Not coincidentially, China has been much less confrontational with the United States than was the case in the mid-1990's.
