added POV tag to race & ethnicity section
[edit]The second paragraph reads like someone with a point to make stretching a small amount of data, with no citations to page numbers or measurements. I haven't read Putnam's book, but the bit about low social capital in the US seems wrong, and the difference in social connections that Putnam found is reportedly modest. The last paragraph reads like someone trying to refute scholars by bringing in other information. Do they have a reference for self-policing being the same thing?
